IATA Passenger Sales Agency Agreement

전 세계적으로 여행사와 항공사 간 관계를 조율하기 위한 일반조건을 포함하고 있으며 여행사가 항공권을 발행하고 고객이 지불한 금액을 수령할 수 있도록 하는 규정이다.

IATA는 항공사를 대신하여 Passenger Agency Program과 관련 거버넌스 그룹(PAConf, Passenger Agency Conference)의 관리자로서 IATA 회원 항공사와 6만 여 IATA 인증 여행사를 조율한다. PSAA는 PAConf 필수 구성 요소 중 하나로 BSP에 여행사의 참여 관련한 표준 글로벌 계약 역할을 담당한다. PAConf는 여행대리점 관리 항공사 협의체로 IATA 회원 항공사가 참여해 IATA 대리점 제도에 관한 최종 결정권을 행사한다.

2000년대 들어서면서 온라인 판매, 직접 판매 통로가 다양화되면서 여행사에 지급했던 발권 대행 수수료를 IATA PSAA 규정(BSP 항공사가 요율 결정)에 근거해 폐지하거나 축소하면서 여행사-항공사 간 갈등이 불거졌다. 여행대리점 입장에서는 PSAA 자체가 항공사의 영향권 하에 있기 때문에 수수료 요율 결정 등에서 불공정하므로 이 규정에 따라 결정된 수수료 폐지 또는 축소 결정을 받아들일 수 없다며 여러 나라에서 소송 등이 제기되었다.[1]
